The (In)Famous Debate Memo

Here's the "Memorandum of Understanding" between the Kerry campaign and the Bush campaign. It is 32 pages long and it discusses anything from the height of chairs ("The chairs shall be swivel chairs that can be locked into place, and shall be of equal height") to makeup ("Each candidate may use his own makeup person, and adequate facilities shall be provided at the debate site for makeup.")

Kerry starts off with a bang in the debate stating the most important facts. Bush is already repeating information we have heard 1000 times and using improper english, which a President shouldn't do. How can "you folks" trust a President behind the desk who can't even address people correctly?

I must say, I never knew that the order of closing statements was decided by a coin toss that was conducted "no less than 72 hours" before the debate. But I must ask, who tosses the coin, and where does the coin come from? Shouldn't this be outlined in this official document?
